I was hesitant to say so, but it seems abusive to try to control who visits when he isn't there. I understand that she has trauma, but it's ultimately up to her to deal with that and not take her issues out by controlling her husband. Behavior can be the result of trauma and still be abusive.

Yes. YTA 100%. We're talking about a BABY not an unruly toddler or preschooler. It's his NIECE - super dickish to ban her from visiting even when OP isn't home.Future Hendrix shirt OP clearly has some issues and would probably benefit from some therapy here.
